Amends the Health Care Right of Conscience Act to add patient protections requiring health care facilities to adopt written protocols ensuring conscience-based objections do not impair patient health and that objections are addressed timely.

Requires physicians and health care personnel to inform patients of their condition, prognosis, legal treatment options, and risks and benefits of treatment options, while maintaining the right to refuse services contrary to conscience.

Mandates that when a health care facility or provider refuses a requested service due to conscience objections, the patient must either receive the service from others in the facility or be referred, transferred, or given written information about alternative providers.

Requires medical records be provided to patients or designated providers without undue delay when requested, and allows health care facilities to require staff compliance with access to care and information protocols.

Expands the Act's policy to ensure patients receive timely access to information and medically appropriate care, and clarifies that conscience protections only apply when objections occur in accordance with established protocols.
