Amends Illinois Election Code Section 11-4.1 to require county boards and election commissioners to give at least 180 days advance notice to public bodies before designating their buildings as polling places.

Deems public buildings unavailable as polling places if their use would result in revenue loss to the controlling public body.

Requires government agencies and school districts to make public buildings available for polling place use without charge on election day and for reasonable preparation time before and after the election.

Encourages school districts to close schools or hold teachers institutes on election day when schools are designated as polling places.

Requires polling place facilities to be accessible to handicapped and elderly voters and permits election authorities to administer elections as authorized under state law.
