• Amends the State Employees Group Insurance Act to allow eligible Teachers' Retirement System (TRS) benefit recipients and TRS dependent beneficiaries to elect not to participate in the health benefits program if they provide proof of comparable coverage from another source.

• Allows TRS members who opt out to re-enroll during any annual open enrollment period without evidence of insurability, regardless of when they originally elected not to participate.

• Requires the Department of Central Management Services to furnish written explanations of requirements and limitations for electing out of and re-enrolling in the program.

• Makes identical provisions applicable to community college benefit recipients and dependent beneficiaries under Section 6.9 of the State Employees Group Insurance Act.

• Corrects capitalization of "Medicare" in references to federal Medicare benefits throughout both sections.
