Redistributes vehicle registration and licensing fees among multiple state funds including Park and Conservation Fund ($2.60), Illinois Fisheries Management Fund ($0.65), Motor Vehicle License Plate Fund ($4), and Capital Projects Fund ($30) per certificate of title.

Changes disposition of driver's license fees to be disbursed under Section 2-119(g) rather than deposited directly into the Road Fund, with specific allocations to Driver Education Fund, Drunk and Drugged Driving Prevention Fund, Cycle Rider Safety Training Fund, and other designated funds.

Eliminates $25 special fees for Iraq Campaign and Afghanistan Campaign license plates and makes the fee collection provisions blank.

Clarifies that $1500 annual manufacturer and distributor fees are deposited into the Motor Vehicle Review Board Fund.

Changes rebuilt vehicle inspection fees, rebuilt vehicle title fees, commercial driver permit fees, uninsured vehicle reinstatement fees, and false insurance proof fees to be disbursed under Section 2-119(g) instead of directly to the Road Fund.
