Requires charter school proposals to disclose any known active civil or criminal investigations into the submitting organization or its governing body members, including requests for interviews, subpoenas, arrests, or indictments.

Disclosure of investigations must be made from initial application submission through 10 business days prior to the authorizer's scheduled decision date.

Allows charter school proposals to proceed without an acquired or rented building if at least 2 potentially available facilities are identified for when the school opens.

Specifies that the first day of the academic year must fall between August 15 and September 15, and the fiscal year begins July 1.

Charter school employees must form a separate and distinct bargaining unit from any school district employee bargaining units in the same location.
