Secretary of State must implement the federal REAL ID Act of 2005 by July 1, 2016 for issuance of driver's licenses, permits, and identification cards.

All applicants for REAL ID-compliant driver's licenses, permits, and identification cards must provide proof of lawful status within the United States as defined in 6 CFR 37.3.

Persons with valid driver's licenses cannot obtain Illinois identification cards unless they surrender their driver's license; persons with valid identification cards cannot obtain driver's licenses unless they surrender their identification card.

Identification cards issued after REAL ID implementation to persons age 69 or older will expire 15 years after issuance, rather than being permanent; cards issued before implementation to persons 65+ remain permanent.

Secretary of State may adopt administrative rules necessary to implement federal REAL ID Act requirements, subject to appropriation and effective not later than July 1, 2016.
