State Board loses authority to adopt administrative rules establishing or limiting class size in special education classes beyond federal requirements, unless the Board fully funds additional teachers and staff costs.

Defines "special education classes" as settings where only students with individualized education programs (IEPs) are served and at least one special education teacher provides instruction or therapy exclusively to IEP students.

Any existing State Board rules establishing or limiting class size or student ratios for special education students in general education or special education classes become null and void upon the effective date of this Act.

Effective immediately upon becoming law.
