Amends the Private Business and Vocational Schools Act of 2012 to define "religious institution" as any private postsecondary educational institution dedicated to religious education and actually engaged exclusively in religious education, and exempts such institutions from requiring a permit of approval.

Expands the exemption from the Private Business and Vocational Schools Act from institutions "devoted entirely to the teaching of religion or theology" to any "religious institution," broadening the scope of institutions that can operate without state approval.

Adds Section 1.5 to the Private College Act exempting religious institutions from all educational requirements, standards, or demands contained in the Act and its administrative rules (Part 1030 of Title 23 of the Illinois Administrative Code).

Amends the Academic Degree Act to exempt religious institutions from all educational requirements, standards, or demands contained in the Act and its administrative rules, allowing religious institutions to grant degrees without state regulation.

Defines "religious education" to include education in primarily religious subjects as well as secular subjects like business or vocational instruction if the education incorporates significant religious or faith-based instruction as part of a comprehensive program.
