Amends Section 18-8.05 of the School Code to modify Average Daily Attendance (ADA) calculation for school districts affected by disasters certified by the Illinois Emergency Management Agency.

If a disaster occurs more than one month after the school year starts, the district's ADA for funding purposes must be no less than the best month of attendance before the disaster, applied to the disaster year and the 4 following school years.

If a disaster occurs before the school year starts or within the first month, the ADA must be no less than the best month from the immediately preceding school year, applied to the 5 school years following the disaster.

Maintains existing Foundation Level amounts ($6,119 for 2009-2010 and thereafter) and supplemental general State aid provisions while providing disaster relief through ADA protection.

Takes effect upon becoming law.
