Amends the Property Tax Code to require mortgage lenders to mail copies of property tax bills along with any municipal service charge invoices for garbage, refuse, or ashes disposal to mortgagors within 15 days of receiving the tax bill.

Allows a municipality with a population of 114,000-117,000 (per 2010 census) located in a county with 185,000-188,000 population (per 2010 census) to enter into an intergovernmental agreement with the county collector to include garbage, refuse, and ashes disposal invoices with residential property tax bills.

Requires the municipality to provide invoices to the county collector at least 15 days before the tax bill is mailed and may reimburse the county for associated mailing expenses per the agreement.

Prohibits a municipality from requiring that garbage, refuse, and ashes from residential locations be disposed of at specific disposal sites under this amendment.
