Expands theft of rental property to include tools, construction equipment, linens, tableware, tents, tables, chairs, and other equipment specially rented for parties or events.

Lowers the property value threshold for theft of rental property from $500 to $50.

Increases penalty for theft of rental property from Class 4 felony to Class 3 felony.

Allows courts to infer lack of good cause for non-return if person signs rental agreement with false name or address.

Requires restitution for convictions under the rental property theft provision, including outstanding balance due and reasonable loss of revenue including future rental revenue for failure to return property on time.
