Removes references to resin extracted from cannabis plant from the definition of "cannabis" and creates a separate definition of "concentrated cannabis" as separated resin or oil obtained through chemical or other extraction methods.

Establishes criminal penalties for possession of concentrated cannabis: Class 4 felony for less than 1 gram, Class 3 felony for 1-4 grams, Class 2 felony for 4-400 grams, and Class 1 felony for more than 400 grams.

Makes manufacture, delivery, or possession with intent to deliver concentrated cannabis a felony one class higher than possession penalties, with Class X felony for more than 400 grams.

Requires persons convicted of Cannabis Control Act violations that require emergency response to make restitution to all public entities involved, covering regular and overtime costs of law enforcement and private contractors.

Imposes mandatory fines of $2,500 (or $5,000 for prior violators) on persons whose cannabis violations proximately caused emergency responses, with funds distributed to the law enforcement agency responsible for incident mitigation.
