Amends the Public Utilities Act to add Section 8-201.6 regarding deposit deferrals for domestic violence victims

Utilities must defer initial credit and deposit requirements for 60 days for residential customers or applicants who are victims of domestic violence

Eligibility requires either an order of protection based on the domestic violence or certification from treating medical personnel, law enforcement, a State's Attorney, the Attorney General, or a domestic violence shelter

Certification must be provided on the certifying entity's letterhead or accompanied by a letter on letterhead that identifies the certifying individual

Defines "domestic violence" as abuse by a family or household member under the Illinois Domestic Violence Act of 1986
