Adds Section 143.34 to the Illinois Insurance Code to establish rules for electronic delivery of insurance notices and documents.

Allows insurers to deliver notices and documents electronically via email or Internet-accessible platforms if the recipient affirmatively consents and meets specified requirements.

Requires insurers to provide clear disclosure before obtaining consent, including the right to withdraw consent, types of documents covered, ability to request paper delivery, and procedures for updating contact information.

Requires insurers to verify that parties can access the electronic format and to notify parties of any changes to hardware or software requirements that could prevent access.

Establishes that electronic delivery is equivalent to traditional mail delivery methods and does not affect content or timing requirements, and provides liability protections for insurance producers.
