Designates the Honor and Remember Flag as Illinois's official symbol honoring all United States armed forces members who died while serving or as a result of service and their families.

Requires the Honor and Remember Flag to be displayed at the State Capitol and specified locations on Armed Forces Day, Memorial Day, Flag Day, July 4th, National POW/MIA Recognition Day, Gold Star Mother's Day, Veterans Day, and whenever there is a State military casualty.

Mandates display of the Honor and Remember Flag at all State military memorials and State veteran cemeteries whenever the U.S. flag is flown.

Adds the Honor and Remember Flag to the definition of "military flag" permitted to be flown by condominium unit owners under the Condominium Property Act.

Exempts the state from reimbursing local entities for implementation costs under the State Mandates Act.
