IL SB1704

Allows local authorities to prohibit vehicle operation or restrict vehicle weight on highways under their jurisdiction for up to 90 days per calendar year, measured in either consecutive or nonconsecutive days at the local authority's discretion, when highways are at risk of damage from deterioration, rain, snow, or other climate conditions.

Requires local authorities to erect and maintain signs at each end of affected highway portions designating the restrictions, with ordinances or resolutions remaining ineffective until signs are properly erected and maintained.

Establishes penalties of $50 for weight exceeding posted limits up to legal axle or gross weight limits, and $75 per 500 pounds or fraction thereof for weight exceeding legal limits under Section 15-111.

Exempts cargo tank vehicles with two or three permanent axles delivering propane for emergency heating from weight restrictions if loaded at no more than 50 percent capacity, gross vehicle weight does not exceed 32,000 pounds, and the driver notifies the appropriate agency before use.

Authorizes municipalities to enforce county weight limit ordinances on county highways within their corporate limits and retain proceeds from resulting fines.
