Amends the Higher Education Student Assistance Act to prohibit the Illinois Student Assistance Commission from making Monetary Award Program grants to applicants enrolled at for-profit institutions, effective July 1, 2016.

Removes previous provisions that allowed grants to qualified for-profit institution students under specific eligibility criteria, replacing them with an outright ban on such grants.

Maintains grant eligibility requirements for other students, including residency, citizenship status, and demonstrated financial need.

Establishes that the General Assembly intends the Monetary Award Program to serve traditional students and dislocated workers seeking postsecondary education, with specific consideration for dislocated workers during fiscal years 2015-2016 and 2016-2017.
