Students who lose eligibility to attend a higher education institution due to failing to meet minimum grade requirements are ineligible for monetary award program grants during the following academic year; Commission may adopt rules to enforce this prohibition.

Illinois Student Assistance Commission must request recommendations from the Illinois Association of Student Financial Aid Administrators on how to determine the number of grants offered and to whom they are distributed.

For fiscal years 2015-2016 and 2016-2017, the Commission shall give additional consideration to dislocated workers in need of financial assistance, including allowing later application deadlines than the general applicant pool.

Higher education institutions must provide specified information about grant recipients to the Commission upon request, including completion rates, courses attempted versus completed, remedial coursework, fields of study, and institutional financial aid received.

The Commission shall compile institutional data annually in a report to the General Assembly and Governor to demonstrate program value and identify areas for improvement.
