• Grant recipients must sign an agreement pledging to reside and work in Illinois for at least 5 consecutive years within one year after completing their academic program.

• Recipients who fail to fulfill the residency and work requirement must repay all grants received, prorated based on the fraction of the obligation not completed, plus 5% interest and collection fees, over 10 years.

• Exceptions to repayment requirements include military service, unemployment after graduation, temporary total disability, death, permanent disability or incompetency, or family hardship as approved by the Commission.

• The Commission may establish collection rules and procedures for unpaid grants, including referral to collection agencies, the Attorney General, or civil suit.

• No repayment claims may be filed against the estate of a deceased or incompetent grant recipient, and the Commission may extend the obligation period subject to established duration limits.
