IL SB1723

Amends the Video Gaming Act to establish two different definitions of "licensed truck stop establishment" based on when licenses are issued or renewed.

For licenses issued or renewed on or before the effective date of the 99th General Assembly: requires a facility with at least 3 acres, convenience store, separate diesel islands, sales of more than 10,000 gallons of diesel/biodiesel fuel per month, and parking for commercial motor vehicles.

For licenses issued or renewed after the effective date of this amendatory act: increases fuel sales requirement to more than 50,000 gallons per month, requires parking for 25 or more 18-wheel tractor-trailers with paved/gravelled surfaces, and mandates the facility meet at least 4 of 7 specified criteria (TV lounge, laundry, showers, trucker supplies, scales, phones, or fuel storage).

Adds definition of "commercial motor vehicles" by reference to Section 18b-101 of the Illinois Vehicle Code.

Allows demonstration of fuel sales requirements through estimated future sales or past sales averages per month.
