Utilities seeking to construct high-voltage electric service lines (100,000+ volts) must hold minimum 2 pre-filing public meetings in each affected county, with notice published weekly for 3 consecutive weeks beginning at least one month prior to the first meeting.

Utilities may apply for expedited certificate review under Section 8-406.1, requiring a $100,000 application fee, detailed engineering specifications, and proof of holding minimum 3 pre-filing public meetings in each affected county.

Commission must issue a decision on expedited applications within 150 days of filing, extendable by 75 additional days if good cause is found within 30 days of application.

Utilities granted certificates must pay counties $20,000 per mile of constructed high-voltage line within 30 days of project completion, in lieu of standard permitting fees.

Commission must notify affected property owners by registered mail of hearing times and locations for both standard and expedited certificate applications.
