Repeals Section 19a of the Personnel Code regarding the Interagency Committee on Employees with Disabilities.

Continues the Interagency Committee on Employees with Disabilities under the Illinois Human Rights Act as a new Section 2-106 with 18 members including state agency directors and 7 state employees with disabilities appointed by the Governor.

Designates the Director of Human Rights and Secretary of Human Services as co-chairpersons of the Committee, requiring meetings at least 6 times annually with written notice to members.

Establishes committee purposes including providing a forum for disability-related employment concerns, serving as a clearinghouse for information, promoting affirmative action for persons with disabilities, and recommending strengthened hiring and advancement programs.

Requires the Committee to file annual reports to the General Assembly on achievements and may evaluate the effectiveness of state government hiring and advancement practices for employees with disabilities.
