Requires the Department of Healthcare and Family Services to publish monthly reports beginning July 1, 2015 on medical assistance program enrollment, including total enrollment, number enrolled under the Affordable Care Act, and breakdowns by children, parents/caretakers, pregnant women, seniors, and persons with disabilities.

Mandates monthly reports on enrollment into each Medicaid Managed Care Entity (MCO, MCCN, ACE, or CCE), including percentage of enrollees assigned through auto-assignment algorithm and language preference breakdowns.

Requires annual publication of quality metrics outcomes for each Medicaid Managed Care Entity and an independent annual quality review report on the State's Medicaid managed care delivery system.

Requires monthly compilation and website posting of eligibility redetermination data including total decisions, breakdowns by continue/change/cancel benefits, language preferences, and reasons for cancellations (excess income, residency issues, death, other insurance, undeliverable mail, lack of response, or other reasons).

Mandates tracking of redetermination decisions made with and without vendor involvement, and monitoring of beneficiaries who return to coverage within one, two, and three months following cancellation.
