Amends the Humane Care for Animals Act to allow law enforcement to seize companion animals during arrests for animal cruelty offenses under Sections 3.01, 3.02, or 3.03.

Permits animals to be impounded on-site at the property of the person charged if animal control or shelters lack facilities, space, or capability to house the animals, subject to court authorization.

Grants animal control, shelter employees, and law enforcement access to on-site impoundment properties for providing care, veterinary treatment, and ensuring animal safety and well-being.

Authorizes the State's Attorney to file a "petition for forfeiture prior to trial" within 14 days of seizure, requiring prosecution to prove by preponderance of evidence that the person violated animal cruelty statutes.

Upon conviction, courts may order forfeiture of animals and prohibit the convicted person and household members from owning or controlling animals for a court-determined reasonable period.
