• Authorizes blood withdrawal by physicians, physician assistants, advanced practice nurses, registered nurses, phlebotomists, paramedics, or other qualified personnel designated by facility administrators.

• Mandates blood testing for HIV, AIDS, Hepatitis C, and other contagious diseases, with results forwarded to the chief administrative officer.

• Applies identical requirements to individuals committed to the Department of Juvenile Justice and prisoners in county jails, with results sent to respective facility wardens.
