IL SB1745

Amends the Counties Code to add Section 5-1022.5 establishing exemptions from competitive bidding requirements for sole source procurements.

Exempts from competitive bidding contracts for services of highly skilled professionals where individual ability or fitness is important.

Exempts from competitive bidding purchases of supplies, materials, parts, or equipment available only from a single source.

Exempts from competitive bidding contracts for printing of finance committee pamphlets, comptroller estimates, departmental reports, bonds, and tax warrants; utility services; educational materials; and computer hardware and software maintenance.

Takes effect upon becoming law.
