Establishes a Youth in Care Well-Being Monitoring Workgroup to review and improve the Department of Children and Family Services' process for monitoring children placed in Department-licensed child care facilities.

Workgroup membership includes minimum of 9 members: two Department representatives, one child advocacy organization representative, one licensed clinician, one board-certified child and adolescent psychiatrist, two residential treatment program providers, one Department Youth Advisory Board representative, and one independent accreditation/monitoring agency representative.

Workgroup shall review current monitoring processes, recommend improvements to timeliness and efficacy, establish written safety and well-being standards, and ensure monitoring addresses quality of life for youth in care.

Workgroup must submit recommendations to the General Assembly by June 1, 2016, with the Department Director to respond within 120 days explaining implementation or non-implementation of each recommendation.

Department must provide the Workgroup all relevant records and information with confidential and identifying information redacted.
