Creates Section 5.05 in the Children and Family Services Act to address treatment needs of foster children who are victims of sex trafficking.

Requires the Department of Children and Family Services to convene a multi-disciplinary workgroup by January 1, 2016 to review treatment programs and develop recommendations for a continuum of care.

Workgroup must conduct a survey of existing treatment models, evaluate the need for new programs, review laws regarding secured therapeutic residential care, and consider placement criteria for trafficking victims.

Workgroup composition includes 10 minimum positions: two DCFS representatives, child advocacy organization representative, clinicians with relevant expertise, child psychiatrist, residential treatment and foster care providers, youth advisory board representative, independent sex trafficking treatment agency representative, and law enforcement representative.

Workgroup shall submit findings and recommendations to General Assembly by January 1, 2017; Department shall report by March 1, 2017 on implementation of recommendations with explanations for any recommendations not adopted.
