IL SB1762

Establishes a multidisciplinary Child Care Facility Investigation Workgroup that the Department of Children and Family Services must convene by January 1, 2016, to review and improve investigations of child abuse and neglect in licensed facilities, transitional living programs, and unlicensed foster homes.

Requires workgroup membership to include representatives from DCFS, child advocacy organizations, parent advocacy organizations, foster care agencies, the Multidisciplinary Pediatric Education and Evaluation Consortium, residential treatment agencies, and licensed mental health professionals with experience in child abuse and neglect.

Designates the workgroup as exempt from Open Meetings Act and Freedom of Information Act requirements; all workgroup meetings are closed to the public and records are confidential.

Requires the workgroup to review randomly selected samples of indicated and unfounded abuse/neglect reports and to submit recommendations to the General Assembly by January 1, 2017, regarding improvements to laws, rules, and procedures for investigations.

Mandates DCFS to implement feasible workgroup recommendations by March 1, 2017, and submit a written report to the General Assembly explaining decisions to implement or decline each recommendation.
