Requires residential facilities under contract with the Department of Children and Family Services to report children and persons in their care as missing to local law enforcement within 12 hours of losing contact with them if they are absent without prior approval.

Mandates that missing person reports for Department wards include a specific statement in the Law Enforcement Agencies Data System (LEADS) indicating the individual is a ward of DCFS and shall only be released to DCFS custody, along with the 24-hour hotline number 866.503.0184.

Requires residential facility operators to report missing wards to the National Center for Missing and Exploited Children and notify the county sheriff by telephone.

Mandates residential facilities to maintain a written or electronic Plan of Care for any resident planning to leave temporarily for more than 24 hours, including the location, contact information of the person they will stay with, duration of visit, and expected return date.

Requires the Department of Children and Family Services to develop and conduct training advisories for law enforcement on proper LEADS reporting procedures for missing individuals under Department care and legal custody.
