Restricts video gaming terminal operators, technicians, handlers, and establishment owners from using terminals they own, service, or maintain, and prohibits them from providing financial incentives to establishments for terminal placement.

Requires video gaming terminals to be separated from minors by a 5-foot partition, with age-restriction signage posted at entrances and on terminals themselves.

Allows counties and municipalities to adopt liquor license classifications authorizing holders to subsequently apply for video gaming licenses, with existing liquor licensees able to receive the authorization at no additional fee.
