IL SB1798

Renames the "Correctional Budget and Impact Note Act" to the "Correctional Budget and Racial Impact Note Act" throughout the statute.

Requires impact notes for bills creating new criminal offenses or enhancing penalties to include estimates of effects on: (i) number of criminal cases per year; (ii) members of racial minority groups by ethnicity; (iii) overall Department of Corrections population and operations; (iv) Department's annual budget; and (v) any other matters the Department considers appropriate.

Requires similar impact notes for bills affecting juvenile detention, probation, or court services to include estimates of effects on: (i) number of criminal cases per year; (ii) members of racial minority groups by ethnicity; (iii) overall probation caseload statewide; (iv) staffing needs and budgets of Illinois courts and counties; and (v) any other matters the Administrative Office of the Illinois Courts considers appropriate.

Changes the preparation requirement from "upon request" to mandatory filing by the Department of Corrections Director or Director of the Administrative Office of the Illinois Courts, with notes to be furnished to bill sponsors within 10 calendar days (or up to 15 days if complexity requires extension, not extending beyond May 15).

Maintains that impact notes must be factual, brief, and concise, providing reliable estimates of both immediate and long-range population and dollar impacts, with computation worksheets supplied.
