SB1799 Summary

• Removes the requirement that commercial feed be registered before distribution in Illinois, replacing product registration with a firm licensing system requiring a $30 annual fee per manufacturing location.

• Establishes new authority for the Director to inspect, audit, certify facilities, and issue export certificates at the request of manufacturers or distributors to facilitate market access.

• Adds new labeling requirements including quantity statements and authorizes the Director to provide free label review services to licensees for compliance with Department rules.

• Expands adulteration criteria to include unsafe new animal drugs, filthy or decomposed substances, unsanitary preparation conditions, and prohibits distribution of raw milk for animal feed unless properly decharacterized and packaged.

• Reduces the annual pet food inspection fee from $90 to $50 for packages of 10 pounds or less and establishes new prohibitions regarding bag/tote reuse and distribution of contaminated agricultural commodities; effective January 1, 2016.
