Department of Transportation shall conduct a transportation study on effects of agricultural, manufacturing, mining, and other industrial operations in LaSalle County and bordering counties.

Report must address impacts of trucking on road usage and traffic patterns, potential road improvements, and feasibility of adding railway terminals and pipelines to reduce highway traffic.

Report shall include analysis of current and future tourism trends for State parks in LaSalle County and how industrial operations affect visitor numbers.

Department shall submit findings and recommendations to the General Assembly by January 1, 2016, including whether additional legislation or rulemaking is needed to regulate industrial transportation.

Act becomes effective upon enactment and is repealed on January 1, 2017.
