SB1808 Summary

• Establishes the Illinois Young Adult Recreation Corps to provide employment grants to local sponsors for hiring young adults (ages 18-25) in conservation and recreational programs.

• Young Adult Recreation Corps employees cannot work in State parks and programs may charge user fees designed to maximize community involvement as determined by the Department of Natural Resources.

• Requires a minimum 10-to-1 ratio of young adult employees to managing supervisors for programs with 10 or more enrollees; programs with fewer than 10 enrollees limited to one managing supervisor.

• Extends enrollment period for all conservation corps programs from 6 months to 12 months and expands recreation corps programs to include veterans of any age and young adults ages 18-25 (previously limited to youth ages 14-18).

• Prohibits using Young Adult Recreation Corps employees in ways that displace regular employees or violate collective bargaining agreements; employees are not classified as State or local government employees for retirement system purposes.
