Pawnbrokers must record purchases from other pawnshop locations owned by the same operator, in addition to existing pledge and purchase documentation requirements.

New Section 9.5 prohibits pawnbrokers from receiving or purchasing articles with removed, altered, or obliterated serial numbers, manufacturer identification numbers, or identifying marks, except where marks have been worn through ordinary use.

Articles with worn identification marks cannot be sold or transferred to another pawnshop location of the same pawnbroker for 15 days after required notice to law enforcement.

Purchased personal property cannot be sold or transferred to another pawnshop location for 10 days after notice delivery to law enforcement; pledged property remains subject to the existing 48-hour holding period.

Home rule units may impose more restrictive identification requirements and holding periods than state law but cannot adopt less restrictive regulations.
