SB1891 Summary

• Department of Transportation must develop and implement performance-based specifications for all hot mix asphalt projects that balance safety and performance using American Society for Testing and Materials methods.

• Specifications shall incentivize use of recycled materials, lower cost alternatives, and sustainable practices including recycled asphalt shingles, warm mix asphalt, and ground tire rubber.

• Governor may appoint 2 sustainability officers to monitor green technology initiatives, with one responsible for District/Region 1 and the other for the remainder of the state.

• Department must submit written reports within 60 days after each fiscal year end detailing initiatives used by district/region, cost effectiveness analysis, and proposed initiatives for the current year.

• Reports must be sent to the Speaker and Minority Leader of the House of Representatives and the President and Minority Leader of the Senate.
