Secretary of State may provide expedited process for Illinois Identification Cards with additional fee not exceeding $75, with funds deposited into Secretary of State Special Services Fund.

Secretary may decline expedited identification card services if daily volume exceeds processing capacity, and shall refund the additional fee to applicants in such cases.

Applicants denied identification cards after eligibility review, including facial recognition comparison, are not entitled to refunds of fees paid.

Secretary of State may provide expedited driver's license issuance with additional fee not exceeding $75, excluding temporary visitor's licenses, with similar refund provisions for high-volume days.

Non-citizen applicants for driver's licenses and identification cards must have documents expiring on the earlier of standard expiration dates or the date their authorized U.S. stay terminates, effective July 1, 2016.
