Increases initial registration fee for violent offenders against youth from $20 to $100 and annual renewal fee from $10 to $100.

Allocates $80 of each initial registration fee and $90 of each annual renewal fee to the Traffic and Criminal Conviction Surcharge Fund for police officer training.

Allocates $20 of each initial registration fee and $10 of each annual renewal fee to the Murderer and Violent Offender Against Youth Registration Fund for use by registering agencies.

Allows law enforcement agencies to waive registration fees if the offender is determined to be indigent and unable to pay.
