Adds technology experts to the Uninsured Motorist Verification Advisory Committee to help design and implement an electronic verification program for motor vehicle liability insurance.

Extends the committee's reporting deadline to the General Assembly from January 31, 2015 to January 31, 2016 with recommendations for program design, funding, and implementing legislation.

Changes the implementation deadline for electronic verification rules from January 1, 2016 to July 1, 2016, contingent on appropriations for the verification database.

Extends the repeal date of the Uninsured Motorist Verification Advisory Committee Act from July 1, 2016 to July 1, 2017.
