Expands the definition of "sexual abuse" to include an employee sending or showing sexually explicit images to an individual via computer, cellular phone, email, or other electronic media

Adds that sexual abuse includes an employee posting sexually explicit images of an individual online or elsewhere, whether or not there is contact with the individual

Defines "sexually explicit images" to include material depicting nudity, sexual conduct, sado-masochistic abuse, or explicit verbal descriptions of sexual activity

Creates enforcement mechanisms through the Office of the Inspector General within the Department of Human Services to investigate allegations of sexual abuse and other misconduct in mental health and developmental disabilities facilities and agencies
