Reappropriates $396,392,588 from the School Construction Fund to the Capital Development Board for school construction projects and capital improvements authorized by School Construction Law.

Reappropriates $898,976 from the School Construction Fund to the Capital Development Board for Fiscal Year 2002 School Construction Program recipients, including $2 to Silvis School District 34 and $898,974 to Westmont Community Unit School District 201.

Reappropriates $18,000,000 from the School Construction Fund to the Capital Development Board for school improvement projects authorized by School Construction Law.

Reappropriates $20,356,631 from the School Construction Fund to the Illinois State Board of Education for school district maintenance projects, and $25,000,000 from the Capital Development Fund for school construction projects.

Reappropriates $10,110,139 from the Build Illinois Bond Fund to the Secretary of State for capital grants to public libraries for permanent improvements, with all appropriation authority valid for costs incurred prior to July 1, 2016.
