• Amends Public Act 99-409 to reduce the DCEO Energy Projects Fund appropriation from $15,000,000 to $3,000,000 for expenses and grants connected with energy programs

• Appropriates $975,100 from the Education Assistance Fund to the Illinois Student Assistance Commission for scholarships to children of police officers and firefighters killed in the line of duty, or dependents of correctional officers killed or permanently disabled in the line of duty

• Appropriates $5,000,000 from the General Revenue Fund to the Court of Claims for payment of line of duty awards

• Takes effect upon becoming law
