Deletes the provision that regulation of assault weapons possession and ownership are exclusive state powers and functions.

Removes the provision that ordinances regulating assault weapons enacted more than 10 days after the effective date of Public Act 98-63 (July 9, 2013) are invalid.

Removes provisions allowing municipalities to enact or amend assault weapons ordinances only within a 10-day window following the effective date of Public Act 98-63.

Maintains state preemption over handgun regulation, licensing, possession, registration, and firearm transportation for valid Firearm Owner's Identification Card holders.

Takes effect immediately upon becoming law.
