SB2146 - Illinois College Promise Program Act

• Illinois Community College Board administers the Illinois College Promise Program providing scholarships to Illinois residents seeking an associate's degree, certificate, or diploma from eligible community colleges.

• Eligible students must enroll full-time (at least 12 semester hours per semester) in the fall term after receiving a high school diploma, certificate of high school graduation, or equivalency certificate, with exceptions allowed for extenuating circumstances.

• Scholarship amount equals tuition and mandatory fees at the eligible community college minus all other gift aid, with gift aid credited first to tuition and fees.

• Students must maintain satisfactory academic progress, continuous enrollment (fall and spring semesters), and remain eligible until earning a certificate, diploma, or associate degree or completing 2 years of postsecondary attendance; approved medical or personal leaves of absence cannot exceed 6 months total.

• Creates the Illinois College Promise Scholarship Fund in the State Treasury funded by annual General Assembly appropriations and donations; fund is protected from sweeps, charge-backs, and other fiscal maneuvers; effective July 1, 2016.
