IL SB2155

Amends the Public Community College Act to require State Board review of community college compliance with Public Act 99-482 and applicable state and federal employment contract and compensation laws as part of the recognition process.

Establishes an annual advisory committee convened by the State Board to review compliance findings and recommend changes to laws or review procedures.

Grants the State Board emergency powers when a community college district fails recognition standards and has material financial control deficiencies or has misused state or federal funds.

Emergency powers include: requiring a corrective plan, directing contracted educational services, approving budget revisions, appointing a Financial Administrator with oversight authority, and developing plans for district dissolution or reorganization.

Specifies that Financial Administrators may be individuals, partnerships, corporations, or accounting firms, with compensation provided through specific appropriations to the State Board.
