Requires all newly elected or appointed community college district trustees to complete a minimum of 4 hours of professional development leadership training during their first, third, and fifth years of service.

Training must cover open meetings law, community college and labor law, freedom of information law, contract law, ethics, sexual violence on campus, financial oversight and accountability, audits, and fiduciary responsibilities.

Community college districts must maintain a publicly accessible list on their website showing which trustees have completed the required training and which have not.

Training may be provided by associations established for this purpose or by other qualified providers approved by the State Board of Education in consultation with such associations.

District board secretaries must certify training completion and notify the board and college president if any trustee fails to complete the required training.
