Defines "reasonable emergency" as an imminent need to maintain community college district operations or facilities due to circumstances beyond the board's control

Prohibits addendums to modify employee agreements and new employment contracts for the district president, chancellor, or chief executive officer for 45 days before the Tuesday following the first Monday in April of odd-numbered years until the first organizational meeting of the new board

Allows such employment actions during the restricted period only in case of reasonable emergency, with automatic termination 60 days after the first organizational meeting unless the new board reaffirms the agreement by resolution

Requires the new board to hold its organizational meeting within 28 days after an election and to establish a schedule of regular meetings with public notice at the beginning of each calendar year

Permits the public and college employees to comment and ask questions at regular and special board meetings that are open to the public, subject to reasonable constraints
