Requires all voting members of public university governing boards appointed after January 1, 2016 to complete minimum 4 hours of professional development leadership training within 2 years of beginning service and every 2 years thereafter.

Training must cover public university and labor law, contract law, ethics, sexual violence on campus, financial oversight and accountability, audits, and fiduciary responsibilities.

Universities must maintain on their websites the names of all governing board members who have successfully completed the training.

Board chairpersons must certify to the Board of Higher Education by July 31 each year the training hours received by each member during the preceding fiscal year.

Non-compliant board members are suspended from service and given 45 days to complete required training; failure to complete results in automatic resignation and creates a vacancy on the governing board.
