Applies to school districts (except Chicago) that vote to close schools after July 1, 2015, requiring comprehensive planning and transparency measures for all school actions including closures, consolidations, co-locations, boundary changes, and phase-outs.

Requires districts to establish educational facility standards by December 31, 2015, including space utilization rates, design capacity calculations, facility performance standards for thermal comfort, air quality, accessibility, and other environmental factors, with annual publication of space utilization reports for each school building.

Mandates development of a 10-year educational facility master plan by July 1, 2016, updated every 2.5 years, containing enrollment projections, building assessments, community analysis, and facility needs analysis, with public hearings and community input opportunities.

Requires one-year and five-year capital improvement plans starting in fiscal year 2018, with detailed project information published on district websites and subject to public review, along with annual capital expenditure reports and property/lease agreement disclosures.

Establishes procedures for school actions including superintendent guidelines, 30-day minimum notice, at least one public hearing conducted by independent hearing officers, and school transition plans with dedicated resources to support affected students for the first school year after board approval.
